Add credit card to you PayPal account and verify address. Address verification costs you $1 and PayPal refunds it after the verification process is done. They will send you a validation code to the credit card. If you have signed up with SMS banking (Depends on the Bank) that validation code will be received to your mobile!!!
Simply put it and verify your address coz it's better.
After that sign up with eBay and attach your PayPal account to eBay.
Online shopping possible. It arrives to your residence. For Sure. Not only for USA. Most of the sellers do ship their items anywhere in the world. You will not face any problems specially from Hongkong sellers . Please check the feedback results of the seller before you proceed with the purchase.
As I have heard if the item costs you more than $50, it doesn't arrive. You might have to go and collect it. Dont know from where.
I did not face that pro so far since I didn't purchase anything more than $50..

Ebay delivers to SL, when you search go to Advanced Search > Location > Tick "Only show Items available to" > Sri Lanka. This will filter the listings with worldwide shipping (including SL).
