Minimum model year - 2004

At-least dual airbags, safe, FB15 level comfort, 4-5 or 7 seater

I do not mind the resale value.

Buy a well maintained 406 D9 under 2 million Invest remaining 1.4 million on something else
Since you want a manual transmission i could highly recommend 406 as its Auto AL4 gearbox has some issues
Its a great car when it comes to handling and comfort both (FB15 is not comfortable at all, you can compare this with Nissan Cefiro)

There are BMW e46s for 3.4 million but when buying old European cars better not to allocate total budget

If you are thinking about driving pleasure and performance, forget the fuel consumption, can't have both, I would go for a Y60 Nissan Patrol , but overpriced at the moment, if you are looking for a car, civic fd1 1.8 manual, again fuel 12km/l city is impossible.
