I suppose you're running this on a DOS or windows 98 machine ? after all Turbo C++ 3 is for DOS.
Did you install it properly ? I dont even remember how to install this on DOS anymore but I vaguely remember that you have to set some environment variables for this.

Again, What is the error message ?
