It is not only money but also other incentives that matter. We saw Judges/Magistrates being accused of corruption. At least two are charged. Then Priests taking a defence that a baby elephant was left by unknown person in his Asapuwa(Temple?). We saw two of the top Civil Servants being convicted by High Court but next day they developed some Non Communicable Diseases and bail was granted. All or most of them are products of Free Education, and funded by Tax payer's money. All are paying indirect taxes(including beggars) eg VAT.We cannot blame for brain drain. Even Universities are not immune and partiality and discrimination is apparent. It is not only politicians , but every person has contributed to this fate.Way out- Yes we can do . Be an exception to the rule and face the music but never give in to bad corrupt officials from top to bottom.</blockquote>
