Parents who can afford keep on sending their children overseas for higher education, which amounts to a substantial foreign exchange outflow.</span></span></p><p><span style="font-family: 'Times New Roman'"><span style="font-size: 15px">2. Some parents even mortgage their assets to make money for their children’s higher education in overseas due to high cost.</span></span></p><p><span style="font-family: 'Times New Roman'"><span style="font-size: 15px">3. Most foreign graduates settle down abroad, thus there is no return on investment to the country.</span></span></p><p><span style="font-family: 'Times New Roman'"><span style="font-size: 15px">4.
