Even some higher officers are afraid of IT and think they will loose their job.They have connected all police stations in a WAN but only little usage such as email.There is a big resistance to archive Court documents from Lawyers as well as Court Staff. Same scenario in Land registries.  So the attitude of the people should be correct.</blockquote>
