WASHINGTON - A U.S. warplane failed to follow all operational rules in a complex battle in Afghanistan last month that killed an estimated 26 civilians and 78 Taliban fighters, the U.S. military concluded in a report released Friday.
The report said the investigation "does not discount the possibility that more than 26 civilians were killed in this engagement." It noted that a separate investigation by the Afghan Independent Human Rights Commission, published on May 26, cited as many as 86 civilian casualties.
