Request - Bandwith limit software

hi,,

I have got two accounts on my PC. One which only I have access to and one which my brother uses.....
My internet connection is SLT 25 GB package.
my family members watches youtube all day long and the 25GB data is exhausted within days...
Is there any application to slow down internet connection for his user account... ???
