One more thing as a former school rugger rite, rugger is not all about strenght or power, it's about the rythem & concentration
It's true strength power do play in the game, but above mention two are more important since, strength can be gained easily with some nutrients

this is only my view,,i really dont know much abt rugby.
but as i think in A division rugby group there are soo many main stream schools. In those schools they have good coaches and also good players, so the teams that have those kind of features develops quickly.
but in rural areas with the limited facilities the schools cant come to that standard.
BUT most importantly,,if a team appears from B division with that standard there should be a way to guide that team in to the A division
