Server down

I got the following msg from our web host.

"Unfortunately currently there is an DDOS attack taking place on the server. Our technicians are using all possible means of stopping this problem and will update you shortly"

1.What is an DDOS attack?

2. This server seems slow for our Joomla and phpbb sites. Can somebody say whether itz normal or the server is really slow.

server load, database load, database server load, network bandwidth as well as bad customizing attributes to phpbb or joomla being slow.

ensure that the database is properly indexed. 9/10 times, that will speed things up.
