Some siggy's are really big. Either they contain large graphics which are so slow to down load on poor souls using dial-ups, and clutter the screen where you cannot see any other thing at all but the siggy.

Signature size options i am going to think in beta 3 becuase its lot of time go after people and make them change signatures. And they need time to design new signatures too. In new version signatures may appear different so its easy to ask all to change signatures at once.
By the way even now you can disable other peoples signatures loading when you browse the forum. So you can see fast loading forum without any signatures. Even you can disable posted images in the threads too. If you like. So its better for those dialup users.

Maximum Length - 1024 pixels
Maximum Height - 192 pixels (15% of length)
Text:
Maximum font size - 4
Number of charachters allowed = 128 / average font size (if you use size 4, then you can only type 32 charachters
The overall size < 33% of the screen height (768 / 3 = 256px)
