චීනයේ සයිනොපෙක් (Sinopec) සමාගම විසින් හම්බන්තොට වරාය ආශ්‍රිතව ඉදිකිරීමට යෝජිත අමෙරිකානු ඩොලර් බිලියන 3.7 ක තෙල් පිරිපහදු පහසුකම් සඳහා වන ආයෝජනය, අවබෝධතා ගිවිසුම (MoU) අත්සන් කර මාස නවයක කාලයක් ගත වී තිබියදීත්, රජය විසින් තවමත් අවසන් කර නොමැති බව ‘ඩේලි මිරර්’ පුවත්පත පවසයි.

මෙම ගිවිසුම අත්සන් තබන ලද්දේ මේ වසර මුලදී ජනාධිපති අනුර කුමාර දිසානායක මහතා චීනයේ සිදු කළ සංචාරයේදීය. කෙසේ වෙතත්, සමාගම විසින් මුල් ටෙන්ඩර් කොන්දේසිවලට සංශෝධන ඉල්ලා සිටීම හේතුවෙන් ව්‍යාපෘතිය ක්‍රියාත්මක කිරීම ඇනහිට තිබේ. මෙලෙස ඉල්ලා ඇති සංශෝධන අතර, දේශීය වෙළඳපොළට වැඩි ප්‍රවේශයක් සහ බදු සහනයක් (tax holiday) ඇතුළත් වේ.

වර්තමාන කොන්දේසි සහ නීති රීතිවලට අනුව, සයිනොපෙක් සමාගමට එහි නිපැයුමෙන් සියයට 20 ක් දේශීය වෙළඳපොළට මුදා හැරීමට අවසර දී ඇත. සයිනොපෙක් සමාගම මූලික වශයෙන් දිනකට තෙල් බැරල් 100,000 ක් නිෂ්පාදනය කිරීමට අපේක්ෂා කරන අතර, සම්පූර්ණ ආයෝජනය යථාර්ථයක් වූ පසු නිපැයුම බැරල් 200,000 දක්වා ඉහළ නැංවීමට සැලසුම් කර ඇත. නිපැයුමෙන් කොටසක් දේශීය වෙළඳපොළ සඳහා වෙන් කර ඇති අතර, එහි ප්‍රධාන කොටස අපනයනය කිරීමට නියමිතය.

රජයේ ආරංචි මාර්ග තහවුරු කරන්නේ සාකච්ඡා තවදුරටත් ක්‍රියාත්මක වන නමුත්, කොළඹ විසින් ටෙන්ඩර් කොන්දේසි වෙනස් කිරීම ප්‍රතික්ෂේප කර ඇති බවයි. ඊට අමතරව, ජාත්‍යන්තර මූල්‍ය අරමුදල (IMF) සමග වන වැඩසටහන යටතේ ඇති කැපවීම් හේතුවෙන් බදු සහන කාලයක් ලබා දීම දුෂ්කර වී ඇත.

I don't get it. Does giving tax breaks cost the gov? It's lost income, either way the tax income is lost. So why not give them tax breaks and have them invest here?

I don't think the government can afford to lose any tax income and wdym the tax income is "lost either way"? The "4 billion" investment is not an income to the government, it's the estimated value of said refinery

So by not agreeing to tax breaks, what if the investment never happens? Does Sinopec leaving create any new income streams?

No but I think the government can't afford to lose an existing income stream to make the investment happen

Besides like I said the government relies on aid from India and the IMF to stay afloat, neither of them get along with china very well
