There's nothing called paypal money. You must have a paypal account and then you have to credit it with real money using your bank account or credit card.

Then you can use your paypal account like a debit card for internet purchases.

Or you can get others to transfer money from their paypal account to yours.

One more thing, you can't link bank accounts or get others to transfer money to your Paypal account of you're in SL. They offer that service only to a limited number of countries.
