An acquaintance of mine had quite a bitter time returning back from Sri Lanka at BIA, due to a law specifying that migrant workers leaving Sri Lanka should register at SLFBE. And it seems after some research that it is one big scam to earn money for SLFBE, as only a tiny proportion of this money goes to the government (which itself is a scum scammer's club) and absolutely nothing benefiting those who actually pay and register.
My acquaintance protested, only to be told that he would not be able to leave paradise without paying. Is this mandatory for everyone, specially green card holders and PR holders of other countries, or was my acquaintance scammed by SLFBE?
