Although they offer 512Kbps from their side, the telephone lines condition begins to drop by the distance due to various reasons such as  noise inductance and this is quite normal for any system using old copper cables.  Other countries have begun to shift to fiber optic cables and thats why we dont see much complaining from users in those countries. You must be living within 1km from the nearest exchange so you will always get a steady rate around 56KBps.
