Software Needed.

Errm... I'm using a 21inch LCD widescreen monitor, but i want my monitor to be viewed as a 17 inch monitor at sometime ( means- When i change it to 17inch from both the sides a black space should remain ) .. So is there any softwares that makes it work like that? ... Help pls ! xD
