Like Skype, but uses a phone with an ip address. Dunno if it is charged separately. They can do that because they use a separate VCI. Don't know much info about that sorry.

That means the ISP is giving only 40% of total bandwidth to the users.

Say, there are 10 users having 2Mbps connections. The total bandwidth the IPS is supposed to give is 20Mbps. But in practice, you don't expect to see everyone online (well, they might be thinking wrong :D) so you don't need to give 20Mbps. Instead, they are giving only 8Mbps (20Mbps x 40%). So you will only get the full bandwidth from the ISP only if there are 4 users online (8Mbps/2Mbps = 4). This is applied to every ADSL connection (512k and 2M).

But it is done only to the international side. It is not applicable to local servers.

When I told the engineer that I get more than 400kbps when downloading, he was a bit amazed. Think he knows that the service isn't that great :D :D :D
Then he asked how far away I'm from the exchange, and when I said 1mile, he said maybe that's why :)

Just forgot one thing. The modulation method varies from user to user, and even from session to session of the same user. The modem first checks the line condition and the BER (bit error rate) when establishing a connection. ADSL uses QAM (quadrature amplitude modulation) and the level of QAM (4 or 16) is determined at connection setup time, and higher the level, faster the data rate.

In ADSL, the data is not transmitted digitally. The signal is an analog signal, but how it gets the name DSL (Digital Subscriber Loop) is from the modulation method.
