The cabinet paper presented by the Public Administration and Home Affairs Minister Dr. Sarath Amunugama in this respect was approved by the cabinet on March 18.The new arrangements will be implemented with immediate effect and about 3.5 million employees serving in state and semi-government institutions are to be benefited.  “The purpose of introducing the FSM across the board is not to discriminate any state employee on their position or grade. From minor employees to minister has to register their arrival and departure on the machine as required by the new circular. The other objective of this exercise is to improve the efficiency in the state sector,” Minister Dr. Amunugama said.Not only the regular office workers but field officers and those who leave the office on special duties must scan the machine once they arrive at the office. Over time and off day duties will also be confirmed through the FSM.On occasions where it is not possible to confirm the arrival and departure of office staff after their field duties should confirm the period through other records such as running charts.The FSM should be installed at every state institution irrespective of the number of employees and size of the institution. Head of the department must be satisfied about the durability, performance and maintenance of the FSM at their respective institutions.
