    Introduction of Scanning Machines

The using of Finger Scanning Machines (FSM) to register the arrival and departure at government and semi-government institutions will be applied not only to state employees but to ministers, ministerial staff, ministry secretaries and heads of departments, according to the new circular which will be issued on Monday by the Public Administration and Home Affairs Ministry.

The cabinet paper presented by the Public Administration and Home Affairs Minister Dr. Sarath Amunugama in this respect was approved by the cabinet on March 18.

The new arrangements will be implemented with immediate effect and about 3.5 million employees serving in state and semi-government institutions are to be benefited.

“The purpose of introducing the FSM across the board is not to discriminate any state employee on their position or grade. From minor employees to minister has to register their arrival and departure on the machine as required by the new circular. The other objective of this exercise is to improve the efficiency in the state sector,” Minister Dr. Amunugama said.

Not only the regular office workers but field officers and those who leave the office on special duties must scan the machine once they arrive at the office. Over time and off day duties will also be confirmed through the FSM.

On occasions where it is not possible to confirm the arrival and departure of office staff after their field duties should confirm the period through other records such as running charts.

The FSM should be installed at every state institution irrespective of the number of employees and size of the institution. Head of the department must be satisfied about the durability, performance and maintenance of the FSM at their respective institutions.

If the head of the department thinks that a separate arrival and departure book has to be maintained in addition to the FSM he can do so, the circular said.

The issuance of new high tech driving license ran into trouble on its first day today when the printing of the Smart Card did not materialize due to what the officials at the Motor Traffic Department called ‘a system failure’. Picture shows the deserted counters at the Werahara Motor Traffic Department office after the public were told that the issuance of new driving licenses was suspended.

Sri Lanka to have wireless credit card terminals

Mar 31, 2009 (LBO) - Sri Lankan teleco Lanka Bell and EPIC Lanka Technologies, an information technology firm has tied up to provide wireless point of sale terminals to acquire credit card transactions.
Lanka Bell operates a fixed access wireless network based on code division multiple access (CDMA) technology.

"The arrival of CDMA point of sale machines will mean a new dimension in convenience to merchants," Lanka Bell managing director Prasad Samarasinghe said in a statement.

"Businesses can set up and run a point of sale terminal much faster, and there is also the ability to support field sales units with this new technology."

Lanka Bell says the new technology will make it easier for banks in Sri Lanka to expand their credit and debit card reach by being able to provide merchants in the remotest parts of the country with the ability to perform electronic transactions.

EPIC Lanka Technologies (Private) Limited will sell the point of sale terminals, provide software and maintain equipment, while Lanka Bell will provide telecom links.

EPIC Lanka is an 11-year old company dealing in secure electronic payments and information systems security.
