Message: <blockquote data-quote="netlife007" data-source="post: 18746298" data-attributes="member: 79514">July 31, Colombo:  Sri Lanka has refused to  comment on a report by Britain's Channel 4 news which, citing a  supposedly leaked UN document, said that the UN is preparing to assist  Sri Lanka to set up a totally domestic probe into the human rights  violations committed during the war.     According to Channel 4, the leaked document appears to be have been  created by the UN in conjunction with the Sri Lankan government, and  outlines plans to set up a purely domestic inquiry into human rights  violations - with technical support from the UN.     Responding media queries at the Ministry of Foreign Affairs press  briefing yesterday, spokesperson Mahishini Colonne said she does not  want to comment on "something that is reported on Channel 4." She  expressed doubt whether there is any agreement of the nature that the  Channel 4 portrays.     However, the spokesperson said Sri Lanka is engaged with the UN through  the peace building fund, in humanitarian efforts such as assisting the  persons who are being resettled in the Northern Province in their own  lands and extending welfare measures that are necessary for immediate  resettlement.     Colonne recalled that the Under Secretary General of the UN Political  Affairs Department visited Sri Lanka in March, he had announced that UN  is ready to help Sri Lanka.     He has said that as requested by Sri Lanka, the UN is committed to  assisting in the process of accountability and reconciliation through  the peace building fund and other facilities as appropriate. But it is  first and foremost for Sri Lankan themselves to shape how to address  issues of the past in order to find a common future.     Sri Lanka has asserted that it would take certain steps to strengthen  human rights, the rule of law, and good governance and that Sri Lanka  remains ready to be engaged with the International Community, with  countries, with International Organizations in carrying out this task,  the Spokesperson said.      The Spokesperson explained that since Sri Lanka is not a party to the  ICC Rome Statute, the matter of justice and accountability rest with the  country concerned.   "And whether we are engaged with the UN, discussing about funding  through the peace building fund, yes we are.  In fact, they have already  had discussion with the Ministry of Resettlement, in assisting those  persons who are being resettled in the Northern Province in their own  lands; extending welfare measures that are necessary for immediate  resettlement and so on.  So we are in discussion.
