Since my checked baggage was 3 kg over and my cabin bag was 2 kg over, shouldn't the excess baggage charge be based on 5 kg (3 + 2) ?
Answer: No that's wrong. its not a combined allowance. therefore they can charge for excess if want.
he staff informed me that the total cabin baggage (cabin bag + laptop bag) cannot exceed 10 kg. Since I didn't have enough time to rearrange my luggage, they asked me to check in my entire 9 kg cabin bag. As a result, my checked baggage became 42 kg, and I was charged for 12 kg excess baggage.
you are allowed to have a laptop and reading materials (not typically a laptop bag). you are trying to misuse it clearly. So you can have your laptop and charges in a bag without any other things. use the common sense here. so they are correct here as well
After checking the SriLankan Airlines baggage policy, I couldn't find any clause stating that the combined weight of the cabin bag and laptop bag must not exceed 10 kg. From what I found, Economy Class allows one 7 kg cabin bag, and one laptop is permitted in addition to the cabin baggage, but I couldn't find a total combined weight limit for both together.
there's no allowance for laptop bag but allowed to bring your laptop and reading materials. its actually 7kg and laptop and reading materials. otherwise a person like you can put a laptop in your baggage and say this is my laptop bag and argue to carry any weight as its not given. they are not fool like that

Normally when you have little bit over than 30kg (1 or 2kg), they are not worrying if you do not have a hand luggage or its with less weight. its a complement from them. But 30kg mean 30kg, 7kg mean 7kg and bag carrying the laptop should have the laptop and relavent things for that only
