If ur telling is true,

then the message has to be delivered
coz to analyze or scan a SMS it has to be read by the automated software
And to be read by the software, the SMS has to be released

When the SMS gets released, it gets delivered

And technically, when you switch off a serever, the load to the other servers gradually increases
Even they switches off a server all types of SMS gets blocked
