Spot exchange rates cannot be used for tax purposes because they differ from the actual bank buying rates.

For example, if I receive USD 1,000:
    • Spot rate: LKR 299 → LKR 299,000
    • Bank buying rate: LKR 294 → LKR 294,000
By using the spot rate, my income is overstated by LKR 5,000, which I never actually received.
If this happens for three months, I end up paying tax on an additional LKR 15,000—money that doesn’t exist in my account.
Spot rate means your bank's buying rate :). Different banks have different daily spot rates (spot buying/spot selling & spot middle rate). You may use the central bank rate also if you like. If you have too many transactions, you may even use a monthly average rate for simplicity. This wont be a big issue with the IRD as long as you use the selected method consistently.
