not sure of the story but the guy who thought up the idea refused to create the technology to atually put it to use..when the americansasked him..

then the US army flew to some other scientist's house are surrounded his house and forced him to create the nuclear bomb..

so the idea was one person's while the tecnology and the creation was another's..
