Plot:
While hiding out in Mongolia, the Hulk is captured by the russians. After days of torture and tests, the russians collect enough DNA to create the Abomination. The Hulk eventually escapes and the russians send the Abomination to destory him.

Is this film a sequel or a remake?:
Neither, its a reboot.
The film started out as a sequel by screenwriter Zak Penn , who wanted the film to be more similar to the TV series and Bruce Jones' run on the comic. However, after Norton signed on to star, Norton rewrote the script of the film, severing ties to its predecessor by retelling the origin story in flashbacks and revelations.
Thus, The Incredible Hulk is a reboot, a restart of the Hulk movie series with no ties to Ang Lee's Hulk. (Like the New Batman Movies)
Why does Robert Downey Jr. appear in the cast list as Tony Stark?:
Because he cameos in The Incredible Hulk. Marvel have gained the rights back to Iron Man, Hulk, Captain America, Thor and Ant-Man. All these characters were the "original" line up of the super team 'The Avengers'. Marvel wants to make the individual movies (referencing each other/establishing that these characters all live in the same world), then cross them over into a multi-character super-hero epic.
