The need for standardising exam results

I heard that yesterday, after a big messy situation, the DOE was able to release O level results.
However, a friend told me, NO DISTRICT RANK AND NO ISLAND RANK has been released.

It highlighted me the importance of implementation of standards for the exam results. Ideally, 60 percent of the candidates should pass in a STANDARD examination. I don't think these standards have been implemented in local scenario. lol

How about issuing an Z score with O level results as well. This is just for the student to get an idea about his position compared to district mean.
Else I have seen many instances where some students get over estimated by the O level results he or she got in the current system and ruins his or her entire life by selecting a field of study which he or she will never succeed
