I'm an Electronics engineer from moratuwa uni. In our department all most all the test equipment including our department building is a donation froom Japan. If it wasnt for them we will still have no instruments in our labs or worst case proper building. non of previous government or existing one supplied any considerable facilities yet. So how can you expect ranks to go up if they dont helps??.
