Recently my wife took TOEFL iBT test at the PATHE Academy (http://www.patheacademy.org/).
She complained very poor testing conditions.
Candidates were seated very close to each other and the test room was quite crowded. When candidates take the Spoken section of TOEFL, that can be heard by others disturbing their concentration. At least no year plugs were provided.
Several of my students who took TOEFL recently too verified the poor conditions..
I wanted to complain about this to ETS but could not find the necessary details in the right time. It seems that our window of opportunity to complain has elapsed.
I believe, if future students consistently and collaboratively complain about this situation to ETS we'd be able to make PATHE Academy to offer better testing facilities. For a us it costs about Rs. 22,000/= per test and that is not a small amount for most of us. So there is a right for the test takes to receive decent testing conditions.

Test Center Complaints
If you think conditions at the test center were such that you were unable to perform satisfactorily, you may cancel your score(s). You may also request a retest. However, ETS will investigate before responding to your request. Complaints need to be received in writing no later than seven (7) business days after the administration. Complaints received after this period will not be accepted. Please note that retests cannot be offered once scores for a specific test date have been reported.

Inquiries on Test Questions
Language specialists prepare TOEFL test questions. These specialists follow careful, standardized procedures developed to ensure that all test material is of consistent high quality. Each question is reviewed by several members of the ETS staff.
The TOEFL Committee of Examiners, an independent group of professionals in the fields of linguistics, language testing and language teaching that reports to the TOEFL Board, establishes overall guidelines for the test content and specifications.
After test questions have been reviewed and revised as appropriate, they are selectively administered in trial situations and assembled into tests. The tests are then reviewed according to established ETS and TOEFL program procedures to ensure that all possible versions of the test are free of cultural bias. Statistical analyses of individual questions ensure that all items provide appropriate measurement information.
Although ETS employs extensive quality control checks throughout the development of test questions and the preparation of final tests, typographical errors or flaws in questions may occasionally occur. If you suspect a problem and want to question a test item for any reason, notify the test administrator before you leave the test site.
