It will be different from person to person. I can't say what's the best, but the following shows are very good.
1. Stargate SG-1
2. Stargate Atlantis
3. Smalville
4. 24
5. Prison Break
6. Heroes (but I haven't watched it yet)
7. Battlestar Galactica (you have to watch the movies first)
8. Alias
9. Supernatural
10. Seinfeld Chronicles

Don't watch TV anymore.

Anyway, if one is interested, these two are good too.
* That 70s Show (pretty funny )
* The 4400 (the first season - 5 episodes iirc, and first few episodes of the second season are a bit boring, but friends said it was good in the middle and end parts of the 2nd season)

You should watch Stargate (both SG-1 and Atlantis). They are my number 1 and 2.
