He has lived in hiding for many years. He is awaiting deportation to Sri Lanka.
It's believed he entered the United States illegally and when the Canada Border Services Agency (CBSA) sent the U.S. its "most wanted" list of 30 suspected war criminals recently, the Americans replied that they already had Kulatunga in custody.
Canada is also looking for another Sri Lankan.
