But Use of Executive Order is to temporary measure.  For an example, lets say US is banning Immigration from all countries, that needs to be done via Bill. Until the Bill is passed, President can use Executive Order to prevent new immigration applications until the bill is passed. However, Executive orders are subjected to Judicial review and Congress can pass a bill to block Presidents executive order.
