    Not clear what you intend to do. The cable pictured is used for connecting peripherals to a computer. Printers , scanners, older type docking stations and HDD enclosures. If you are trying to transfer data across to a Windows machine from a Linux machine, either mount an external USB storage or use the network to transfer (using SMB mount)

    if it is possible to connect both of those computers to same wifi network(if you don't have a router, you can create a mobile hotspot or configure one laptop as hotspot and connect other one)
    then share content and access from other computer.
    you may need to install samba on ubuntu to share/access shared files with windows

    Connect both computers to the same network by cable or wifi. Set the network as home network. Then you can transfer data straight from network center or you can set FTP and do the same.
