User Ban function by userz vote **

I tink we need a user ban fnctn. .i mean if sm user bothrd othr userz n ptn spam al ovr . .therz sud b a fnctn in evry user dat othr user can go and click YES 2 ban him or NO to not to. .but ther sud b a lik 300+ gap btwn YES N NO to ban him.
