Normally heaven for those who do good deeds and having lived a good life where an ever happy life is spends and a hell for those who do bad or evil deeds where punishments with sufferings are given! So who do bad goes to hell and who do good goes to heaven, then how can we rebirth when ones do bad and go to hell as well the one who do good goes to heaven? I don’t think so there is rebirth!How can all realms be same? Heaven is an infinite lifetime place as well hell too knows? And the deeds we perform whether it leads to the gate of heaven or hell is decide in earth right?People do merits or sins are decided by them! So it’s the mind and feeling leads to do such things! I.e. if ones who think in a proper way, positively and the things he/she should do and thing should not do only will be performing good deeds and being away from bad deeds right? So Lord Buddha teaching or solution is to get away from committing sins is achieving Nirvana! But a better solution would be is as I told before that if there was a system of laws in order how to run life in good ways, actually legal ways and if people follow it in accordance, everything will seem normal! So this should come in a way formed as a religion. And also should not be man made right? Solutions should be found within us by seeking out other ways of having a good life!You are always welcome</blockquote>
