If the government wants every Sri Lankan to shutup give each one of them 50000Rs minimum to his bank account . Privatize all state business ,government has no business in running enterprises. Instead it should focus in investment Authority style investment.Government can build new business such as Gas production in Mannar basin and give new jobs to unemployed graduates.Build new nano tech business, Semiconductor business, electrical,electronics, car , aviation ,rail etc.
What Mahindha is giving 5000rs to people is peanuts to what the government can give!!! Remember money grows in trees in thin air. Central Bank can print electronic money like like hell. Money out of state sales of enterprises can pay people 50000Rs each. Pay off debt start new business ,etc.
From Schools to hospitals every thing should be sold. New National Insurance should be made which will pay for hospital charges and schooling until university. The insurance charges should be taken from every employer not employees.
Look at Saudi Arabia, UAE, Turkey, EU etc.
Even if people do not have houses munciple councils give free housing to every Citizens in those countries.
Instead of giving subsidy to consumption.Give Bankruptcy law to people protect the people.This gives them more business risk taking. Give the farmer capital goods, do collective farming. Insure crop failures.Subsidy makes people more poorer.
