The insurance charges should be taken from every employer not employees.Look at Saudi Arabia, UAE, Turkey, EU etc.Even if people do not have houses munciple councils give free housing to every Citizens in those countries. Instead of giving subsidy to consumption.Give Bankruptcy law to people protect the people.This gives them more business risk taking. Give the farmer capital goods, do collective farming. Insure crop failures.Subsidy makes people more poorer.  </blockquote>
