Give details on what you want to do.
If you want to manage a windows server remotely, enable remote desktop access on the windows server and then access the sever using windows remote desktop client from your PC. This requires the server to be online and connected to the internet.

If you want to connect to a office lan, to be a member of the lan, you can use a VPN solution using the windows Routing and Remote Access service on one windows sever in the network. This too requires that server to be online and connected to the net.

If you want dial-in access, you'll need a phone line connected to the windows server and Routing and Remote Access service configured for Dial In access.

Now what exactly do you want to do ? the more details you give, the easier to give a proper answer.

To manage windows server remotely, enable remote access on the windows server. Then to access the server, what you need to know is the IP address of the server. If the server is connected to the net using an ADSL connection, then you need to enable port forwarding in the ADSL router for TCP port 3389 and forward the port to the Server.
You will need to know the IP address of the ADSL router.
You can do 2 things here. Request for a static IP from SLT or register for a no-ip.com sub domain (which is free) and configure your router for the no-ip domain or install the no-ip client in the server.
Then to access your server yo only need to know the no-ip domain you registered since that will get updated every time the server ADSL IP changes.

Installing software over remote desktop is possible but you need the software setup to be on the server first. ADSL connections are just too slow to try to install software thats on your pc. So alway download the software setup to the sever first.

by enabling port forwarding to port 3389, only that port in the server is accessible.
Even then, all they get is a remote desktop login screen. They need to have an administrator level username and password to get in to the server.
