where to complaint ?

I got Malibon milk powder packet yesterday form a foodcity . And Found that small rocks like particles (black color) are mixed with milk power.
I called to customer service guy and he told me that, he will come to my place to check that. But no response yet.
Do you have any idea about the next step , that I need to follow ?
(rather that buying a new one )
