They should know how to influence the Government to import proper medicine. OR abandon the scheme at all. The Principal - He isn't responsible for this I guess. What does he know about medicine?  The Vaccine  - Vaccine is not responsible because vaccine does not have any knowledge itself. But the people who make and use it are the ones who are responsible. Anyway no point finding who is responsible now.
