Once someone has finished his or her studies(Degree or Masters), they can apply for a visa called, Sub class 485 temporary skilled graduate, which gives 18 months time to remain in Australia. That's a post-study visa which was formerly known as TR. For that, you need to have 6 on each in IELTS. Normally, when students are unable to achieve each band 7 to apply for PR, they will go for this visa before their visa expires. Because during that 18 months given, they may apply for PR at any time, when they get either 7 on each in IELTS or 1 year full-time work experience in their assessed field. From the 1st of January 2013, the Immigration department has introduced a system called Skill Select, where anyone from any country can go through, if they have relevant qualifications to apply for a visa. For anyone, at least to access this system, you need to have at least 6 on each but you will get no points out of 60. You will get 10 points, only if you have 7 on each and 20 points if 8 on each in IELTS respectively. But if you have an eligible relative to sponsor you, you will get 10 points for that as well, which means you still can apply with your each 6 result because, 10 points are claimed from that sponsorship. But if you get sponsored by an eligible relative, your visa category will be changed to "sub class 489 Skilled Provisional" which gives you a period of 4 years to remain in Australia but you can apply for PR after that. If you apply with your own qualifications and IELTS etc, you will the get the direct PR, which is known as Skilled Independent 189.
