Before Europeans, to my knowledge there was no concept of nation states through out the rest of the world, it was either kingdoms or empires which were under the personal authority of a strongman (king, empereror).Sri Lanka was a collection of kingdoms. The kingdom that had the custody of the tooth relic was considered prominent. There may have been areas that were not in the jurisdiction of any of those kingdoms.I think Heladhipaya or whatever term we find in ancient literature is refering to the island as a geographical entity rather than a political entity.The concept of a nation or country was absent back then.</blockquote>
