Ah.thought so. I heard you can buy those without country lock from European countries, Australia and HK too.. may be that's why. but afaik in US that ain't possible.

I think its not country lock, it should be carrier lock, if i'm correct..
I heard somthing,that apple doesn't lock their phones.. but service provides do. So when you buy from a store,it's not locked. I'm not 100% sure about this.

ya its carrier lock..recently apple decided to sell factory unlocked 4ns..dat means carrier unlocked
