Win7 Slow download

I installed win7 today. After that downloads are slow. Internet speed is good. But downloads are slow? Why is this?
I tried download from different sites, different browsers and even installed download managers. But download speeds are still VERY slow. Please help

But 5kbps! See the speed test is not that bad. (somewhere around 45k)
And downloads from Ubuntu are way faster.

A little update - Torrents are being downloaded at the normal speed (at around 45kB/s).
Its only the direct downloads that are affected.

It was alright but now it seems slow as well.
But this seems to be a common problem now. i saw some other threads about this as well.
I'll see how things go tommarow and then I'll contact SLT.
