In windows 7 ctl+alt+del combination does not open task manager directly. Instead it gives a menu in which task manager is also included.

If you want to go to task manager directly try CTL+SHIFT+ESC

Hmm I'm not sure. In later versions of windows the CTL+ALT+DEL key combination runs a specific code that is for authentication purposes. So the task manager is only one option in the code. I think the code name is GINA,and it is associated with winlogon.exe. You can maybe try and install a separate GINA code.

But to be honest, I do not know for sure. There can be an easy way.
