Dubai doesn't (although their success is dependent on the physical and mental manpower of non-muslims), and neither does most of the hard-core Islamic countries. While they conveniently grab a hold of non-islamic countries through migration and inter-faith marriage, they continue to strip the right of non-muslims living in their own countries. This is their strategy to carry out the command of mohammed to dominate the entire world.
