What is the best phone to buy within this budget?

Hi friends, i am planing on buying a mobile phone.... It has to be a phone with a good camera, 3G is not required but it's better if it exist, other than that nothing much. My budget is Below 18K. Any recommended models? what i have in mind is the Sony Ericsson ELM.

If you know good places to buy phones also please let me know. I am thinking of heading towards celltronics at wellawatta.
