i have a malaysian verified paypal account,

so if you know someone living in the USA can we get this active and recieve the card here ?
and after we recieve the card is it possible to get money out of all atm's and the charges?

you need a USA paypal account and SSN+Bank+Card must verified. and after that apply for ard. instantly they will show you if you're eligible.
