Billions of rupees lost to EPF in 2013/’14 as a result of market manipulation under Rajapaksa

Investments made on behalf of the Employees Provident Fund (EPF) by the previous government in 2013/2014 in the Colombo Stock Market have diminished by billions of rupees, the EPF annual report revealed.
It is reported that of the total long term and short term investments amounting to Rs. 71,690,881,118 made by the Fund in 80 companies in the share market as at December 31, 2013, an investment of Rs. 52,092,805,864 made in 61 of these companies had diminished by Rs. 13,823,352,605 as at that date,the report revealed, which was presented to parliament last week.
Professor of Economics, Colombo University, Sirimal Abeyratne told The Island Financial Review that it is bad for any government to use public funds to manipulate the market because it has a very high risk factor.
According the FPF annual report, the entire investment of the Fund made in 93 companies in the share market as at June 30, 2014 had been Rs. 75,393,966, 488, while the share market value of the investment amounting to Rs. 45,533,044,007 made in 57 companies had diminished by a sum of Rs. 9,679,212,488 as at that date.
Prof Abeyratne said the use of the huge fund for the manipulation of the stock market led to a lot of corruption and many malpractices.
Eight companies in which the EPF had made long term investments amounting to Rs. 3,285,216,703 as at December 31, 2013 had incurred losses during the year 2013/2014, according to the annual reports of those companies.
Two out of these companies in which investments of Rs. 199,555,228 and Rs. 711,242,903 were made had incurred losses continuously for a period of three years. "The Fund had received no benefits whatsoever from these companies, the report added.
The report further revealed that a surcharge alone which amounted to Rs. 194,273,332 that had to be recovered from 360 institutions from 2000 to 2013 had not been recovered even as at December 31, 2013.

පසුගිය ආණ්ඩුව සමයේ ගිං නිල්වලා ගඟ හැරවීමේ ව්යාපෘතිය සඳහා රුපියල් කෝටි හාරසිය එකකට අධික මුදලක් (රු. 4011054982) චීන සමාගමකට ගෙවා ඇතත් මේ දක්වා ඊට අදාළ කිසිදු කාර්යයක් ආරම්භ කර නැත.
මෙම මුදලින් රුපියල් කෝටි තුන්සිය දහයක්ම ගෙවා ඇත්තේ පසුගිය ජනාධිපතිවරණ දිනට පෙර දින දෙකේදී වීම විශේෂත්වයකි. එනම් 2015 වසරේ ජනවාරි මස 7 වැනිදා රුපියල් කෝටි සියයකට අධික මුදලක් (රු. 1003136336.00) සහ ජනවාරි මස 6 වැනිදා රුපියල් කෝටි දෙසීයකට අධික මුදලක් (රු. 2009342335.00) වශයෙනි. මීට අමතරව කොන්ත්රාත්කාර චීන සමාගමට ප්රථම අත්තිකාරම් මුදල වන රුපියල් කෝටි සියයකට ආසන්න මුදල (රු. 998576311.00) ගෙවා ඇත්තේ ඊට සතියකට පෙර එනම් දෙසැම්බර් මස 30 වැනිදා තමිනි.
කිසිදු ලංසු කැඳවීමකින් තොරව චීන සමාගමට කොන්ත්රාත්තුව පැවරීම විශේෂත්වයක් වන අතර පවතින තත්ත්වය හමුවේ මෙම ව්යාපෘතිය අත්හිටුවා ගෙවූ මුදල් යළි අය කර ගන්නා ලෙස කැබිනට් අනුකමිටුවක් මගින් වාරිමාර්ග අමාත්යාංශයට දන්වා ඇත. වත්මන් ආණ්ඩුව මෙම කැබිනට් අනුකමිටුව පත් කර ඇත්තේ ලංසු නොකැඳවා පැවරූ කොන්ත්රාත්තු සම්බන්ධව යළි සලකා බැලීම සඳහා ය.
පසුගිය දෙසැම්බර් මස 22 දාතමින් යෑවූ ලිපියකින් එම සියලු මුදල් ආපසු ගෙවන ලෙස චීන සමාගමට වාරිමාර්ග අමාත්යාංශය දන්වා ඇතත් මේ දක්වා කිසිදු මුදලක් ගෙවීමට සමාගම කටයුතු කර නැත. මෙම තත්ත්වය මත අදාළ මුදල් අය කර ගැනීම පිළිබඳව වාරිමාර්ග අමාත්යාංශය නීතිපති දෙපාර්තමේන්තුවේ උපදෙස් පතා තිබේ.
2015 වසරේ වාරිමාර්ග හා ජල සම්පත් කළමනාකරණ අමාත්යාංශයේ මෙම ව්යාපෘතියට අදාළ ප්රතිපාදන සීමාව වූ රුපියල් දස ලක්ෂ 40 සීමාව ඉක්මවා රුපියල් කෝටි තුන්සියයකට ආසන්න මුදල ගෙවා ඇත්තේ එවකට අමාත්යාංශ ලේකම්වරයා වූ කේ. ඩබ්ලිව්. අයිවන් සිල්වා මහතා ප්රධාන ගණකාධිකාරිවරයා වෙත දුන් ලි�ත උපදෙස් මතය.
GSP Plus sooner than expected
Sri Lanka has a very good chance to retain GSP Plus sooner than expected European Commissioner for International Cooperation and Development, Neven Mimica said.
Speaking to Daily News Business he said that Sri Lanka is systematically and efficiently obliging necessary requirements.
“Sri Lanka is on the right track to regain trade preferences granted to the country under EU’s GSP. The EU Commissioner said they will work together with Sri Lanka for an early application. The approval process for GSP+ takes about 10 to12 months.The process is on track.”
Meanwhile the EU-Sri Lanka Working Group on Trade and Economic Cooperation met on May 11 in Brussels for the final round of talks before Sri Lanka submits its application for the GSP plus from the EU.
Deputy Foreign Minister Dr. Harsha de Silva said that Sri Lanka is now on the final leg of the GSP+ application process. “It will be made in a matter of weeks as EU and Sri Lanka are now just about ready except for a few loose ends to be tied up,” he said.
The Working Group discussed issues related to bilateral trade and investment and possible means for their promotion in a mutual beneficial manner. In particular it discussed Sri Lanka’s intention in applying for GSP+ status under the European Union’s GSP Regulation.
It took positive note of the fact that Sri Lanka had made significant progress in addressing outstanding issues towards launching an application, especially relating to the rule of law, democracy, governance and the overall situation pertaining to human and labour rights and environmental protection.

රාජ්ය ආයතන කොළඹ නගරයෙන් පිටතට ගෙනයාමේ ව්යාපෘතිය යටතේ සෙත්සිරිපාය තුන්වැනි අදියර ක්රියාත්මක කරන බවත්, ඒ හරහා කොළඹ නගරයේ ඇති අමාත්යාංශ ඇතුළු රාජ්ය ආයතන 113 එතුළට ගෙනඑන බවත් මහනගර හා බස්නාහිර සංවර්ධන අමාත්ය පාඨලී චම්පික රණවක මහතා පවසයි.
එමෙන්ම මහ නගර ව්යාපෘතිය යටතේ ජනාධිපති කාර්යාලය සහ අග්රාමාත්ය කාර්යාලයද පාර්ලිමේන්තුව අසල ස්ථානයක ස්ථාපිත කරන බවත්, කොළඹ නගරය වාණිජ කටයුතු සඳහා මූලිකත්වය ලබාදෙන නගරයක් ලෙස වැඩිදියුණු කරන බවත් අමාත්යවරයා කීය.
ඔහු මේ බව පැවසූවේ කැබිනට් තීරණ දැනුම් දීම සඳහා රජයේ ප්රවෘත්ති දෙපාර්තමේන්තුවේ ඊයේ (11) පැවැත් වූ මාධ්ය හමුවේදී ය.

පළවෙනි පියවර තමයි මේ සෙත්සිරිපාය අදියර 3, ඊළඟට අපි ඩෙන්සිල් කොබ්බෑකඩුව මාවතට තව පියවරකට ගෙනයනවා. ඉදිරි කාලයේදී අපි අලූත් රාජ්ය ආයතන හැකිතාක් දුරට පිටත වටරවුම් මාර්ගය ඔස්සේ ඉදිකරන්න බලාපොරොත්තු වෙන්නේ කඩුවෙල, කඩවත, කොට්ටාව සහ බණ්ඩාරගම කියන ප්රදේශවල. ඒ අපේ ඉදිරි සැලසුම්වල අලූතින් ඇතිවන ආයතන ඒවායේ පිහිටුවීමට. විශේෂයෙන්ම කොළඹ නගරය වරාය අවට ඒ ප්රදේශය, බේරේ වැව අවට ප්රදේශය ප්රධාන වාණිජ දිස්ත්රික්කය හැටියට අපි ප්රකාශයට පත් කරලා තියෙනවා. ඒ අනුව එම ප්රදේශයේ මූල්ය කටයුතුවලට අදාල මුදල් අමාත්යාංශය, මහ බැංකුව ඇතුළු බැංකු කටයුතුවලට අදාල වාණිජමය කටයුතුවලට අදාල ආයතන පමණයි පවත්වාගෙන යන්නේ. සෙසු සියලූම රාජ්ය ආයතන අපි මේ ප්රදේශවලට ගෙනයාමට ඉදිරි කාලයේදී කි්රයා කරනවා අලූත් පරිපාලන නගරයක් හැටියට, දිගුකාලීන සැලැස්මක් හැටියට අපි ජනාධිපති කාර්යාලය, අග්රාමාත්ය කාර්යාලය සහ මේ ස්වාධීන කොමිෂන් සභා ඇතුළු ආයතන සියල්ලම පාර්ලිමේන්තුව ආසන්නයේ අපේගම පරිශ්රය අසල තිබෙන ඉඩමේ ස්ථාපනය කරන්නත් ඉදිරි කාලයේ කටයුතු කරනවා. මේ අනුව අපේ බලාපොරොත්තුව ඉදිරි අවුරුදු 5 ත් 10 ත් අතර කාලයේ අලූත් පරිපාලන නගරයක් හැටියට මේ ජයවර්ධනපුර ප්රදේශයට ජනාධිපතිතුමාගේ කාර්යාලය, අගමැතිතුමාගේ කාර්යාලය ඇතුළුව රාජ්ය ආයතනවලින් බහුතරයක් විධිමත් නාගරිකරණ සැලසුමක් යටතේ ගෙනයාමටයි.“ යැයි අමාත්යවරයා පැවසී ය.

පළවෙනි පියවර තමයි මේ සෙත්සිරිපාය අදියර 3, ඊළඟට අපි ඩෙන්සිල් කොබ්බෑකඩුව මාවතට තව පියවරකට ගෙනයනවා. ඉදිරි කාලයේදී අපි අලූත් රාජ්ය ආයතන හැකිතාක් දුරට පිටත වටරවුම් මාර්ගය ඔස්සේ ඉදිකරන්න බලාපොරොත්තු වෙන්නේ කඩුවෙල, කඩවත, කොට්ටාව සහ බණ්ඩාරගම කියන ප්රදේශවල. ඒ අපේ ඉදිරි සැලසුම්වල අලූතින් ඇතිවන ආයතන ඒවායේ පිහිටුවීමට. විශේෂයෙන්ම කොළඹ නගරය වරාය අවට ඒ ප්රදේශය, බේරේ වැව අවට ප්රදේශය ප්රධාන වාණිජ දිස්ත්රික්කය හැටියට අපි ප්රකාශයට පත් කරලා තියෙනවා. ඒ අනුව එම ප්රදේශයේ මූල්ය කටයුතුවලට අදාල මුදල් අමාත්යාංශය, මහ බැංකුව ඇතුළු බැංකු කටයුතුවලට අදාල වාණිජමය කටයුතුවලට අදාල ආයතන පමණයි පවත්වාගෙන යන්නේ. සෙසු සියලූම රාජ්ය ආයතන අපි මේ ප්රදේශවලට ගෙනයාමට ඉදිරි කාලයේදී කි්රයා කරනවා අලූත් පරිපාලන නගරයක් හැටියට, දිගුකාලීන සැලැස්මක් හැටියට අපි ජනාධිපති කාර්යාලය, අග්රාමාත්ය කාර්යාලය සහ මේ ස්වාධීන කොමිෂන් සභා ඇතුළු ආයතන සියල්ලම පාර්ලිමේන්තුව ආසන්නයේ අපේගම පරිශ්රය අසල තිබෙන ඉඩමේ ස්ථාපනය කරන්නත් ඉදිරි කාලයේ කටයුතු කරනවා. මේ අනුව අපේ බලාපොරොත්තුව ඉදිරි අවුරුදු 5 ත් 10 ත් අතර කාලයේ අලූත් පරිපාලන නගරයක් හැටියට මේ ජයවර්ධනපුර ප්රදේශයට ජනාධිපතිතුමාගේ කාර්යාලය, අගමැතිතුමාගේ කාර්යාලය ඇතුළුව රාජ්ය ආයතනවලින් බහුතරයක් විධිමත් නාගරිකරණ සැලසුමක් යටතේ ගෙනයාමටයි.“ යැයි අමාත්යවරයා පැවසී ය.

New government gets involved in Kottawa New City’s transport hub
The new government is preparing to offer the contract for the multipurpose transport hub and city proposed by the earlier government to be constructed at Makumbura in Kottawa funded by the Japan International Cooperation Agency (JICA), to Sierra Construction (Pvt) Ltd which has submitted the lowest quotation.
Cabinet has approved the proposal in this regard submitted by Urban Development, Water Supply & Drainage Minister Rauff Hakeem.
The Makumbura New City is to be reportedly transformed into a transportation hub catering to the needs of commuters by linking bus and railway transport needs of the public.
A passenger bus terminal, a railway station, bus/hiring vehicle parking place and the necessary road system would be constructed under this proposed project, said the new government.
During the former regime, 25 acres of land at Makumbura in Kottawa were acquired by the Urban Development Authority for this multipurpose transport hub.
The Kottawa-Maalapalla railway track was also proposed to be extended to this new station.
According to plans, the High Level road is to be diverted on pillars at this location.

The new government is preparing to offer the contract for the multipurpose transport hub and city proposed by the earlier government to be constructed at Makumbura in Kottawa funded by the Japan International Cooperation Agency (JICA), to Sierra Construction (Pvt) Ltd which has submitted the lowest quotation.
Cabinet has approved the proposal in this regard submitted by Urban Development, Water Supply & Drainage Minister Rauff Hakeem.
The Makumbura New City is to be reportedly transformed into a transportation hub catering to the needs of commuters by linking bus and railway transport needs of the public.
A passenger bus terminal, a railway station, bus/hiring vehicle parking place and the necessary road system would be constructed under this proposed project, said the new government.
During the former regime, 25 acres of land at Makumbura in Kottawa were acquired by the Urban Development Authority for this multipurpose transport hub.
The Kottawa-Maalapalla railway track was also proposed to be extended to this new station.
According to plans, the High Level road is to be diverted on pillars at this location.

Reconstruction work on the controversial Wattala Kalu Ela Jogging Track which was demolished recently has been completed.
This track has now been constructed connecting the road leading to the Housing Complex to be built in the adjacent land with a permanent drainage system.
Land, Tourism and Christian Religious Affairs Minister John Amarathunga’s Coordinating Secretary Mihiri de Silva said this jogging track would be reopened soon and vested with the public
