Sri Lanka to establish 150 mini garment factories to empower rural women

May 13, Colombo: The Sri Lankan government has received the cabinet nod to establish mini garment factories in under developed provinces as a measure to empower the women in rural areas.
According to proposal made by the Minister of Industry and Commerce, Rishad Bathiudeen, the government will implement a program to establish 150 mini garment factories in selected districts including Eastern and Uva Provinces.
Under the program, rural women will be selected through a transparent method and the priority will be given to those who belong to displaced families and who became widows due to the war.
The selected women will be given training in tailoring by the Sri Lanka Institute of Textile and Apparel while National Entrepreneurship Development Authority and the Industrial Development Board will train them in entrepreneurship development. Assistance in designing will be provided by the National Design Centre and the Jathika Shilpa Sabawa.
Sale of produced garments will be done by coordinating exporters and national level buyers at the rural level.
The program expects to encourage small and medium scale entrepreneurs in approaching the international market and provide job opportunities for rural women.

Cinnamon Air now flies to Hambantota

Hero Cycles mulls second plant in SL
Targets 3.5 times sales growth, 200,000 units this year
Capitalises on benefits associated with Sri Lanka regaining the GSP+

Hero Cycles Ltd., which acquired 60% stake in Sri Lanka-based bike exporter BSH Ventures Ltd. is upbeat on setting up its second plant in Colombo, in order to scale up its production capacity to one million bicycles by 2019, a senior official said.
“The existing BSH facility doesn’t have the capability to make a million bikes by 2019. The factory needs more space for scaling up the production line especially in terms of flexibility for model changes, paint station improvements and individual productivity. Hence, we will be looking at the second plant also in Sri Lanka,” Hero Cycles Chairman and Managing Director Pankaj Munjal said.
However, he said it was difficult to give a time frame at this stage.
According to Munjal the firm has allocated around $ 20 million for a period of three years with an aim to increase its production by three folds, while targeting 3.5 times sales growth with 200,000 units by the end of this year.
At present Hero makes 5% of the world bicycle production and expects to make 7.5 million bikes by 2020.
Noting that Hero Cycles Chennai plant has a capacity of making 20,000 bicycles per day Munjal explained that they want to bring the plant in Sri Lanka to that same level from its current production capacity of 800 bicycles per day.
“We have the demand but right now what we need to see is which plant could cater best to this demand. Today, in our Colombo plant we are trying to synergise, scale up, improve quality, and benchmark. There is so much to improve on, but we will make it into a very efficient plant,” he stressed.
Adding that Europeans like to work with Sri Lankan companies Munjal expressed his confidence that Sri Lanka would get its GSP+ status by 2017 and said: “Sri Lanka is strategically located to tap the European market. At the same time GSP+ will come in next year, which is very good for the country as well as for the firm. We want to capitalise on the benefits associated with Sri Lanka regaining the GSP+ import duty free status. BSH will fly higher and overtake all competitors.”
Currently the local value addition of BHS is about 50% and is expecting to soon reach 60% as the firm goes along.
“Sri Lanka becomes a base and a capability for us in the frontend in setting up a strong brand presence in the global marketplace. As we venture deeper into the retail end there would be a higher demand for a host of accessories for the bicycles. These are all businesses that sustain the retail channel and we will certainly use our brand power to keep on exploiting those opportunities,” he pointed out.
BSH Ventures is the third acquisition of Hero Cycles in about one year and the company bought India based premium bicycle brand Firefox followed by UK based Avocet, upgrading the firm as third largest distributor in the UK.
The firm recently held a mega scale dealer conference in Sri Lanka for the first time on 4 May where Bollywood star Arjun Kapoor was also featured. “Over 300 customers from India, leading importers from Europe and leading suppliers from Taiwan were under one roof. This dealer conference created new opportunities for Sri Lanka,” he said.
BSH Ventures Ltd. is an export-oriented bicycle manufacturing company that started operations in January 2011. It has a workforce of over 100 people and a production capacity of 180,000 bicycles annually. The state-of-art facility is located in the Biyagama Export Zone and conforms to all international standards and compliances. BSH was set up with an investment of about $ 4 million. BSH holds a licensee agreement with Raleigh international for making and marketing Raleigh bikes.

2016 මැයි 19 වන දා අපි, අපේ විරෝධාර සන්නද්ධ හමුදා දෙමළ ඊලාම් විමුක්ති කොටි සංවිධානය පරාජය කරමින් ලැබූ විජයග්රහණයේ 07 වන සංවත්සරය සමරමු. ඇමරිකා එක්සත් ජනපදයේ FBI ආයතනය විසින් ලොව බලගතුම හා දරුණුම ත්රස්තවාදී සංවිධානය හැටියට නිල වශයෙන් නම් කොට තිබූ කොටි සංවිධානය පරාජය කරමින් අපේ හමුදාව ලැබූ මේ ජයග්රහණය එදා මුළු ලොවම මවිත කළේය. ලෝකයේ ත්රස්තවාදයෙන් පීඩා විඳින සියලුම රටවල් වලට ආදර්ශයක් සපයා ඇති මේ ජයග්රහණය ලැබීමට අපගේ විරෝධාර හමුදාවන් වලට දේශපාලන නායකත්වය දීමට හැකි වීම දෛවය විසින් මට පිරිනැමූ මහඟු වරප්රසාදයක් හැටියට මම සලකමි.
අපගේ සන්නද්ධ හමුදාවන් ලැබූ මේ අභිමානවත් ජයග්රහණයේ 07 වන සැමරුම 2006 ට පෙර පරාජිත, අඳුරු යුගයට සමාන තත්වයක් යටතේ සමරන්නට සිදු වීම ගැන මම බෙහෙවින්ම කනගාටු වෙමි. අද බලය හොබවන ආණ්ඩුව යුද්ධය ජයගැනීම වරදක්ය, වැනි හැඟීමක් අපේ සන්නද්ධ හමුදාවලට ඒත්තු ගැන්වීමට උත්සාහ කරමින් සිටී. භයානක කොටි ත්රස්තවාදීන් රැදවුම් භාරයෙන් නිදහස් කරනු ලබන අතර සන්නද්ධ හමුදා සාමාජිකයින් විවිධ හේතුන් පෙන්වමින් හිරබාරයට ගෙන ඇප නොදී දිගටම බන්ධනාගාර ගත කර සිටින තත්වයක් අද උදාකෙරී ඇත. යුද්ධය ජයගැනීමෙන් පසු අපි කොටි සාමාජිකයින්ගෙන් පළි ගැනීමට උත්සාහ නොකළෙමු. කොටි සන්නද්ධ අංශයේ සාමාජිකයින් එකළොස් දහසකට වැඩි පිරිසක් අපේ ආණ්ඩුව විසින් පුනරුත්ථාපනය කර නිදහස් කරනු ලැබුවේය.
විවිධ අපරාධවලට නඩු පැවරීමේ අදහසින් රැඳවුම් භාරයේ තබාගෙන සිටියේ භයානක ත්රස්තවාදී නායකයන් 300 කට අඩු පිරිසකි. අපේ රණවිරුවන් බන්ධනාගාර ගතකරන අතර නිදොස් කොට නිදහස් කරනු ලබන්නේ මේ ඉතිරි වී සිටි භයානක ත්රස්තවාදීන්ය. මේ සියල්ල සිදු වන්නේද යුද්ධය අවසන් අදියරට පැමිණෙත්ම මෙහෙයුම නවත්වා වේළුපිල්ලේ ප්රභාකරන් ඇතුළු කොටි නායකත්වය බේරා ගැනීමට උත්සාහ කළ ජාත්යන්තර බලවතුන් සමඟ වත්මන් ආණ්ඩුව එකඟතාවයක් ඇති කරගෙන තිබෙන පසුබිමකය.
එක්සත් ජාතීන්ගේ මානව හිමිකම් කවුන්සිලය තුළ ඒකාබද්ධ යෝජනාවක් සම්මත කර ගනිමින් ඇතිකරගෙන තිබෙන මේ එකඟතාවට අනුව අපේ විරෝධාර රණවිරුවන්ට එරෙහිව යුද අපරාධ අධිකරණයක් පිහිටුවා එයට විදේශිය විනිශ්චයකාරවරුන්, පරිචෝදකයන් හා විමර්ශන නිලධාරීන් සහභාගී කරවා ගැනීමටත්, යුධ අපරාධ සිදු කළ බවට සැක කරන නමුත් උසාවියට ඉදිරිපත් කිරීමට තරම් සාක්ෂි නැති සන්නද්ධ හමුදා සාමාජිකයන් පරිපාලනමය ක්රියාදාමයකින් සේවයෙන් ඉවත් කිරීමටත් ආණ්ඩුව එකඟ වී ඇත. එපමණක්ද නොව අපගේ රණවිරුවන්ට එරෙහිව පිහිටුවන මේ යුද අපරාධ යාන්ත්රණයේ සියලුම වියදම් සෘජුවම බටහිර රටවලින් ලබා ගැනීමට ඉඩදීමටද ආණ්ඩුව එක්සත් ජාතීන්ගේ මානව හිමිකම් කවුන්සිලයේ යෝජනාව තුළ ලි�තවම එකඟ වී ඇත.
ආණ්ඩුව මේ ආකාරයට අපේ සන්නද්ධ හමුදා දඩයම් කරන අතර මේ ආණ්ඩුව බලයට ගෙන ඒමට මඟ පෑදූ දේශීය හා ජාත්යන්තර බෙදුම්වාදී බලවේග රට දෙකඩ කිරීමේ ව්යාපෘතියේ දිගටම නියෑලී සිටි. උතුරු නැගෙනහිර පළාත්වලින් අපගේ සන්නද්ධ හමුදා ඉවත් කර ගැනීමට අද හැම පැත්තෙන්ම බලපෑම් එල්ල වෙමින් පවතී. උතුරේ දේශපාලඥයින් යුද හමුදා කඳවුරු වලට බලහත්කාරයෙන් ඇතුළ් වී සන්නද්ධ හමුදාවන්වල ජීව ගුණය බිද දැමීමේ අටියෙන් ඔවුන්ට අවමන් කරමින් සිටි. 2002 සටන් විරාමයෙන් පසු කොටි සංවිධානයද ඊට සමාන ක්රියාකාරම්වල යෙදුන බව අපට මතකය. උතුරු නැගෙනහිර පළාත්වල ෆෙඩරල් රාජ්යයක් ඉල්ලමින් උතුරු පළාත් සභාව තුළ යෝජනා සම්මත වේ. මේ අපේ මව්බිමේ අඳුරුම මොහොතක් බවට සැකයක් නැත.
මේ තීරණාත්මක අවස්ථාවේදී මේ රටට සාමය ලබා දීම සඳහා තම ජීවිත පරිත්යාග කළ විරෝධාර රණවිරුවන් සිහිපත් කිරීමටත්, මව්බිම වෙනුවෙන් කළ ඒ යුද්ධයේදී අත් පා අහිමි වී අබාධිත තත්වයට පත් වූ රණවිරුවන්ට සහයෝගය දැක්වීමටත් මැයි මස 19 වන දා එකතු වන මෙන් මම මුළු ජාතියෙන්ම ඉල්ලා සිටිමි. යුද ජයග්රහණය සැමරීම සඳහා මේ වසරේදී හමුදා පෙරට්ටුවක් වෙනුවට සංස්කෘතික සංදර්ශනයක් පැවත්විමෙන් සංහිඳියාව ඇති වන බව ආණ්ඩුව කියයි. නමුත් උතුරු නැගෙනහිර ජීවත් වන දෙමළ හා මුස්ලිම් ජනතාවත් ත්රස්තවාදීන්ගේ ග්රහණයෙන් මුදවා ගනු ලැබුවේ මේ යුද ජයග්රහණයෙන්ම බව කවුරුත් මේ අවස්ථාවේදී සිහිපත් කළ යුතුය.
අද කොටි හමුදාවට බඳවා ගැනීම සඳහා උතුරේ දෙමළ ළමුන් පැහැරගෙන යනු ලබන්නේ නැත. එමෙන්ම ඒ ප්රදේශ වල මුස්ලිම් ජනතාවද කොටි භීෂණයෙන් තොරව අද යහතින් ජීවත් වේ. ඒ යුද්ධය දෙමළ ජනතාවට එරෙහිව කරන ලද යුද්ධයක් හැටියට ඇතැම් බෙදුම්වාදී පිරිස් හුවා දැක්වීමට උත්සාහ දැරුවද, එය හුදෙක්ම ත්රස්තවාදී සංවිධානයකට එරෙහි යුද්ධයක් විය. ත්රස්තවාදය අවසන් කිරීමෙන් පසු මගේ ආණ්ඩුව උතුරු නැගෙනහිර ඡන්ද පවත්වා යළි ප්රජාතන්ත්රවාදය ස්ථාපිත කිරීමටත්, එම ප්රදේශවල අතපසු වූ සංවර්ධනය කඩිනම් කිරීමටත් පියවර ගත්තේය.
මුළු ලොවම මවිත කල ඒ යුද ජයග්රහණයේ 07 වන සංවත්සරය අවස්ථාවේදී අපේ රණවිරුවන්ට එරෙහිව ක්රියාත්මක කර තිබෙන දඩයම නතර කරන මෙන්ද දැනට අත්අඩංගුවට ගෙන බන්ධනාගාර ගතකර තිබෙන රණවිරුවන් නිදහස් කරන මෙන්ද මම ආණ්ඩුවෙන් ඉල්ලා සිටිමි. ඒ රණවිරුවන් අත්අඩංගුවට ගැනීමට ආණ්ඩුව භාවිතා කරමින් සිටින ව්යාජ හා දුර්වල හේතු ගැන ඒ නඩු අසන මහේස්ත්රාත්වරුන්ද විවෘත උසාවියේදීම මවිතය ප්රකාශ කර ඇත. රට ජාතිය වෙනුවෙන් මේ තරම් සේවයක් කළ පිරිසකට මේ තරම් අසාධාරණ ලෙස සලකා ඇති අවස්ථාවක් මේ රටේ ජීවමාන මතකයේ තවත් නැත.

සන්නද්ධ හමුදාවන් ලද අභිමානවත් යුද ජයග්රහණය මෙවර 2006 පෙර පරාජිත අඳුරු යුගයට සමාන තත්ත්වයක් යටතේ සමරන්නට සිදුවීම පිළිබඳව බෙහෙවින්ම කනගාටුවට පත්වන බව හිටපු ජනාධිපති මහින්ද රාජපක්ෂ මහතා නිවේදනයක් නිකුත් කරමින් කියා සිටී.
මුලු ලොවම මවිත කළ විජයග්රහණයේ 07 වැනි සැමරුම යන තේමාව ඔස්සේ නිකුත් කර ඇති එම නිවේදනයේ වැඩිදුරටත් මෙසේද සඳහන් වෙයි.
2016 මැයි 19 වන දා අපි, අපේ විරෝධාර සන්නද්ධ හමුදා දෙමළ ඊලාම් විමුක්ති කොටි සංවිධානය පරාජය කරමින් ලැබූ විජයග්රහණයේ 07 වන සංවත්සරය සමරමු. ඇමරිකා එක්සත් ජනපදයේ FBI ආයතනය විසින් ලොව බලගතුම හා දරුණුම ත්රස්තවාදී සංවිධානය හැටියට නිල වශයෙන් නම් කොට තිබූ කොටි සංවිධානය පරාජය කරමින් අපේ හමුදාව ලැබූ මේ ජයග්රහණය එදා මුළු ලොවම මවිත කළේය. ලෝකයේ ත්රස්තවාදයෙන් පීඩා විඳින සියලුම රටවල් වලට ආදර්ශයක් සපයා ඇති මේ ජයග්රහණය ලැබීමට අපගේ විරෝධාර හමුදාවන් වලට දේශපාලන නායකත්වය දීමට හැකි වීම දෛවය විසින් මට පිරිනැමූ මහඟු වරප්රසාදයක් හැටියට මම සලකමි.
අපගේ සන්නද්ධ හමුදාවන් ලැබූ මේ අභිමානවත් ජයග්රහණයේ 07 වන සැමරුම 2006 ට පෙර පරාජිත, අඳුරු යුගයට සමාන තත්වයක් යටතේ සමරන්නට සිදු වීම ගැන මම බෙහෙවින්ම කනගාටු වෙමි. අද බලය හොබවන ආණ්ඩුව යුද්ධය ජයගැනීම වරදක්ය, වැනි හැඟීමක් අපේ සන්නද්ධ හමුදාවලට ඒත්තු ගැන්වීමට උත්සාහ කරමින් සිටී. භයානක කොටි ත්රස්තවාදීන් රැදවුම් භාරයෙන් නිදහස් කරනු ලබන අතර සන්නද්ධ හමුදා සාමාජිකයින් විවිධ හේතුන් පෙන්වමින් හිරබාරයට ගෙන ඇප නොදී දිගටම බන්ධනාගාර ගත කර සිටින තත්වයක් අද උදාකෙරී ඇත. යුද්ධය ජයගැනීමෙන් පසු අපි කොටි සාමාජිකයින්ගෙන් පළි ගැනීමට උත්සාහ නොකළෙමු. කොටි සන්නද්ධ අංශයේ සාමාජිකයින් එකළොස් දහසකට වැඩි පිරිසක් අපේ ආණ්ඩුව විසින් පුනරුත්ථාපනය කර නිදහස් කරනු ලැබුවේය.
විවිධ අපරාධවලට නඩු පැවරීමේ අදහසින් රැඳවුම් භාරයේ තබාගෙන සිටියේ භයානක ත්රස්තවාදී නායකයන් 300 කට අඩු පිරිසකි. අපේ රණවිරුවන් බන්ධනාගාර ගතකරන අතර නිදොස් කොට නිදහස් කරනු ලබන්නේ මේ ඉතිරි වී සිටි භයානක ත්රස්තවාදීන්ය. මේ සියල්ල සිදු වන්නේද යුද්ධය අවසන් අදියරට පැමිණෙත්ම මෙහෙයුම නවත්වා වේළුපිල්ලේ ප්රභාකරන් ඇතුළු කොටි නායකත්වය බේරා ගැනීමට උත්සාහ කළ ජාත්යන්තර බලවතුන් සමඟ වත්මන් ආණ්ඩුව එකඟතාවයක් ඇති කරගෙන තිබෙන පසුබිමකය.

London Stock Exchange Group opens in TRACE City
London Stock Exchange Group (LSE) will be setting up their biggest service centre in Sri Lanka at the TRACE Expert City in Tripoli Market, Maradana. Named as London Stock Exchange Business Services Ltd, the company will offer 400 direct employment opportunities to Sri Lanka s from the project.
Group Head of Shared Services Martin Ryan said they have been planning this centre for two years and it will provide all support services for their entire business spread all over the world.
He said that they will start the centre in July and will be fully operational by September.
Ryan said that they were also happy with the architecture of the TRACE Expert City which has a good mix of old and new culture.
Business Services Limited Country Head Rohan Paulas said the high quality of skilled staff, global doing business index ratings for Sri Lanka and most importantly the time zone of Sri Lanka were the key factors for this investment to come to Sri Lanka.
“In addition the Millennium IT connection with the London Stock Exchange too helped us to vote in favour of Sri Lanka for this project.”
He said that this is the biggest investment in recent times and would give positive message to the world and entice more FDI’s to Sri Lanka.
“Since this is a knowledge-based business we expect the brain to reserve,” he said.
Exchanges Technology Executive Director Duminda Liyanawela said that this kind business was the key to the economic progress of Singapore and this investment would bring same results to Sri Lanka.
“We have obtained a two acre land on a 10 year lease from the government and would make a significant foreign direct investment for this operation.”
The officials also met Prime Minister Ranil Wickremesinghe yesterday and said they were happy in the manner in which some of the issues were addressed.
“We will soon sign agreements with the Board of Investment and the Urban Development Authority.”
