    Cabinet approves construction of LRT after JICA feasibility study

    June 29, 2016 (LBO) – The cabinet nod has been given to obtain JICA assistance to conduct a feasibility study and immediately commence the construction of light rail transit system in the western region of Sri Lanka.

    The proposed system will be put up along the Colombo Fort – Kollupitiya – Bambalapitiya – Union Place Maradana route and Borella – Malabe route.

    The Western Region Megapolis Plans have given priority for solving transport issues in the region and it has identified that improvement of public transport modes, development of road infrastructure, management of transport demand and environmentally sustainable transportation is crucial in this regard.

    The most suitable solution to present transport demand of the Megapolis region is identified as the Light Train Transit and accordingly seven routes have been identified in this regard.

    Govt. allocates Rs. 13.3 b for rural development

    The Government has introduced immediate development projects to uplift the infrastructure facilities in rural areas, based on the mid-term economic policy presented by the Prime Minister Ranil Wickremesinghe on 5 November.

    In par with this program themed “Development to the Village”, the government has planned to develop the infrastructure facilities in 13,305 rural areas with the allocation of Rs.13,300 million.

    According to the Minister of National Policies and Economic Affairs Niroshan Perera, the development activities in 10,600 villages are underway following the instructions of the President Maithripala Sirisena and the Prime Minister Ranil Wickremesinghe.

    In implementing the projects, the committees comprised with the heads of the rural organisations will be established to identify the projects that should be given priority, bring benefits for the majority of people, improve the livelihoods of the people, and generate new job opportunities for the area. The selected projects will be allocated provisions by the Ministry of National Policies and Economic Affairs after they were approved by the divisional and the district coordination committees. Divisional secretariats will play the major role in drafting estimates, inviting the bids, handing over the contracts, and inspecting the constructions.

    Community based water supply projects, power supply projects, rural roads, bridges, culverts, and minor irrigation projects will also be carried out under this program.

    World Bank approves USD125mn credit to modernize Sri Lanka agriculture

    June 30, 2016 (LBO) – The World Bank has approved a 125 million US dollars credit from the International Development Association to assist Sri Lanka in modernizing its agriculture sector.

    The project will be implemented through the Ministry of Primary Industries, the Ministry of Agriculture, and five participating provinces, including the Northern, Eastern, Central, North-Central and Uva Provinces.

    Sri Lanka’s agricultural sector is at a strategic cross-road. A major milestone has been the achievement of rice self-sufficiency – a long sought-after goal of successive agriculture strategies since independence.

    At the same time, however, the share of population employed in agriculture has remained at about 30 percent over the past 10 years, even as the share of the sector in national GDP has continued to decline to 10 percent.

    “While preserving and building on Sri Lanka’s farming traditions, there is now also space to shift focus to diversification and the promotion of high-value and export oriented food crops” said Françoise Clottes, World Bank Country Director.

    “Moving into the future, this shift in approach is crucial for income growth, poverty reduction and reversing the trend in increasing inequality, as well as better nutritional outcomes in the country.”

    The project will support agricultural value chain development to promote commercial and export oriented agriculture, with particular focus on higher value fruits and vegetables.

    It provides investments to improve productivity and diversification of current production patterns through modern agriculture technology demonstrations in the project areas, and supports new institutional arrangements in form of farmer organizations and farmer-agribusiness partnerships.

    “This project is designed to demonstrate new agricultural practices and institutional arrangements in the project areas to link smallholder farmers into modern agriculture value chains and to create attractive jobs,” said Ulrich Schmitt, Program Leader of the World Bank.

    “Innovation and new technology will help improve not only the economic efficiency in the sector, but also enhance resilience to natural disasters and climate change”.

    Project beneficiaries include an estimated 30,000 smallholder farm households in the project areas that will benefit directly from the project’s small matching grants program and the agriculture technology demonstrations.

    An additional 20,000 farm households will be supported through technical and business training and through the establishment of professional farmer organizations.

    Lanka to Rope In Top Indian Cos For Ambitious Urban Development Project

    COLOMBO: Sri Lanka wants to rope in top Indian companies like the Tatas and Infosys for its ambitious 15-year US$ 44 billion ‘Megapolis’ urban development project covering the entire Western Province, which includes the capital city of Colombo.

    Megapolis Minister Patali Champika Ranawaka told the Foreign Correspondent Association that his officials will be holding road shows in India shortly.

    “The Tatas are already here. We have sought the assistance of the Government of India to organize meetings with Indian chambers of commerce and industry. Road shows have already been held in Germany and South Korea, with a very good response,” Ranawaka said.

    “A German business delegation visited Lanka and companies like Siemens have expressed interest in bringing in their technology. South Korean companies like Hyundai have also evinced interest, as indeed companies from Singapore, Japan and China. The South Korean Water Resources minister was here to look into possibilities of collaboration in water management,” he added.

    The Minister clarified that the Megapolis project is different from the Chinese-funded US $1.4 billion Colombo Port City project, though the latter will be organically linked with the Maritime City which is to come up as a part of the Megapolis project. The Maritime City will run along the Western coast from Wellawatte to Wattala. There would be an Aviation City around the Colombo International airport at Katunayake, an Industrial City in Mirigama, an Administrative City around Battaramulla to accommodate 130 government offices and the Defense Heaquarters, and Central Business District around Beira Lake. The congested wholesale market at Pettah will be shifted to Paeliagoda.

    Every one of these cities will be a highly coordinated “SMART’ city so that “messy urbanization” becomes a thing of the past. Transport will be given top priority as today, there are too many bottlenecks with more than a million people and 600,000 vehicles entering and leaving the city every day. While the speed of vehicles in the city should ideally be 20 km per hour, it is now 16 km per hour for cars and 8 km per hour for buses.

    “The transport cost is 12 percent of GDP when it should not be more than 5 percent. We are therefore going in for a light rail transport system, having rejected Hitachi’s proposal for a mono rail system. The 75 km light railway with 40 stations will be partly elevated. Inland water transport is also envisaged,” Ranawaka said.

    There are 100,000 slums to be cleared in the Western Province. 68,000 of them are in Colombo city. To house these and a three million increase in the population of the population of the province by 2030, Megapolis will have a massive housing program.

    “but we will not simply build flats, hand them over and wash our hands off. We will have a management structure to look after the assets and facilities created as part of the SMART city concept,” Ranawaka said.

    Asked what is the guarantee that this ambitious project will survive a change of government, Ranawaka said that “Megapolis” is essentially a blueprint for proper development which will have parliamentary sanction.

    “Nothing in it can be changed without parliamentary approval,” he assured.

    On funding the project, the Minister said that it will be done over a 15 year period through public-private partnerships. Foreign investments are likely to come as Colombo is strategically located in the Indian Ocean.

    “Colombo could be a financial and logistic hub if we can persuade some major trading and financial institutions in London and Dubai to shift their operations here,” Ranawaka said.

    Colombo Port City

    On the stalled Chinese-funded US$ 1.4 billion Port City Project, the Minister said that talks are still on to re-work the terms and conditions.

    According to Ranawaka ,the original project did not have a plan for the built up area and the open area etc. Lanka will also have to have a law for land reclaimed from the sea. The issue of giving land to the Chinese company on lease rather than through an outright sale is also under discussion, Ranawaka said.

    Modern 100 million- rupee track to test local drivers

    Testing Sri Lankan drivers is to be streamlined under the government’s new road safety strategy by enhancing facilities for testing and licencing by the Motor Traffic Department (MTD). The government has undertaken to construct a driver training track of international standard at a cost of Rs.100 million at the Werahera Office premises to conduct tests in a more streamlined manner, a senior official of MTD told the Business Times. Now practical tests to obtain driving licences issued by the MTD are conducted on a district basis and accordingly the practical tests relevant to Colombo district are conducted at the Werahera office.

    The Werahera office receives about 10,000 applications a month and currently practical tests are conducted on main roads. Conducting practical tests like this is a difficult task and in comparison to other countries this is an old process, he added. Therefore the cabinet of ministers has approved the construction of a Driver Training Track at the Werahera complex. For a population of 21 million, Sri Lanka has about five million vehicles and around 170 licences are issued per day at the Werahera office. Meanwhile Sri Lanka’s driving schools numbering around 700 are to be streamlined and regulated upgrading the standard of driving instructors and aimed at producing disciplined drivers to minimise motor traffic accidents countrywide, he disclosed.

    The permits of driving schools responsible for passing out indisciplined drivers would be withdrawn. The Transport Ministry has taken a decision not to issue new licences for driving schools without qualified driving instructors. Driving instructor licences will only be issued to persons who have passed the examination conducted by the Examination Department under the supervision of the Motor Traffic Department.
    He noted that special attention will be paid on enhancing awareness programmes for both drivers and pedestrians and improving training standards at driving schools. He also noted that some driving schools are in the habit of training drivers on busy highways and crowded junctions ignoring traffic jams in the mornings, afternoons and at peak hours in the evening.

    $3 billion liquefied natural gas projects lined up at BOI

    Four liquefied natural gas (LNG) projects totalling 2,040 Mega Watts (MW) of power are before the Board of Investment (BOI) and will soon be approved, officials said. “They are British, Indian and two US companies,” an official told the Business Times adding that together these will fetch some US$3 billion. Energy World International Ltd, a British owned company based in Hong Kong specialising in property investment and development, oil and gas exploration, infrastructure and power projects has applied to set up and operate LNG Power Plants with LNG Terminal and Storage Tank (capacity 80,000 cm) complete with offloading facility at Kerawalapitiya total 140MW at Katunayake Export Processing Zone (EPZ) which will be at a 50MW capacity, also at Biyagama EPZ (50MW) and Seethawaka EPZ (40MW) – all totalling an estimated Investment $325 million. Shapoorji Pallonji Group which is a leading engineering, construction and services conglomerate in India, having a footprint in four subcontinents, has submitted a proposal in February to establish three filling stations/ infrastructures with 200 MW capacity.

    “They have proposed to establish a 0.5 million Metric Tons Per Annum (MMPTA) processing, storage and regasification terminal, supply natural gas for Power Plants and gas stations for automobiles and also to establish a 200 MW (100 MW each in two phases) gas based power plants near Colombo Port,” the official said. Venture Global Power LLC, a US firm currently developing LNG imports and power projects in the Caribbean, Africa and South Asia has proposed to privately finance, develop, design, engineer, construction, commission, insure, own, operate and maintain offshore LNG terminal, storage, degasification terminal facility and a gas-fired combined cycle power plant (500 MW) and under water electrical transmission line and underwater natural gas pipeline at Kerawalapitiya with an investment of $795 million, he said.

    The official said that Sithe Global Power Ventures (SGPV) a wholly owned subsidiary of Sithe Global Power LLC of the US developing finances and operating large independent power generating facilities of a variety of fuel types throughout the world has proposed to develop an integrated LNG storage and regasification terminal together with a 500 MW natural gas fired combined cycle power generating station (expandable to 1,000 MW). “They also want to develop a natural gas pipeline from Hambantota to Kerawalapitiya along the corridor of the Southern Highway and has identified the Hambantota Port for this operation,” he said adding it’s a $1 billion project.
